The Joint Evaluation Mission has three major
tasks:

To review
and evaluate the present phase considering the whole project
history (extreme long lead time) and particularly assessing the
impacts achieved so far worth to be spread for replication at
national level.

To
suggest how further impacts (still necessary) can be generated to
reach sustainability of achieved outcomes within the network of the
Maharashtra based Training Institutes and to recommend measures
(and means) worth to be considered for replication and taking up by
national level capacity building efforts
-
To
examine and recommend, how measures of the project or elements of
it in future could be integrated into a larger Indo-German
Program-Approach in the event of the same becoming
operational.

Under the EU-China Environmental Management
Cooperation Programme EMCP and supporting ACCA 21 the staff of the
“Development of Institutions for a Sustainable China - DISC
Centre” is trained (Train the Trainers) in Quality Assessment
and Control and Training Impact Evaluation. The training and the
provided guidelines enable the training managers of DISC to
supervise ongoing Institutional Capacity Building measures and
professional exchange activities in 8 pilot cities in China. The
projects focus on local Agenda 21 initiatives in the cities in
different sectors (city planning, city management, Air and Water
pollution).

Design and completion of manuals and forms for
training course evaluation in the context of the Human Resource
Development Programmes and SEP-NET (Spatial Environmental Planning
Network) in India. It contains:
Evaluation of Training courses by participants,
evaluation of participants by trainer, evaluation of the training
effect by the organisation/institution of the participants and
summary evaluation by the Quality Assurance Group at the Central
Pollution Control Board in Delhi. 8 workshops in Delhi with the
Nodal Training Institutions of SEP—NET were held to introduce
the evaluation concept and the use of forms and
methods.
